This volume takes place 2 years after the coup d'etat in the Empire and is divided into 2 sections. The first half focuses on Kioka and the latter focuses on the Empire. On the Kioka side of the volume, Jean was sent in to suppress the ethnic groups and lined up with Anarai. On the Empire side, it is shown that Chamille has changed, and she has become a cruel and merciless individual. If someone is caught bad-mouthing her or shows sign of defying her, she would most likely give the order to execute the offender. No one, except for Chamille, has seen Ikta for the past 2 years as Chamille had forbid anyone from doing so. Ikta resided in chambers only accessible to Chamille. Ikta has not spoken for the past 2 years and is currently in a 'vacant' state of mind. The volume ends with a resolution of a former foreshadow. The foreshadow being that Haro is indeed a person of the phantom corps of Kioka and that she seems to have split personalities.
